What Was Lacking in the Previous Soundproofing?

Upon inspection, the previous work wasn't entirely poor in terms of coverage. However, it was far from effectively addressing the vibrations the customer complained about. It's likely the previous installer focused only on visually accessible areas, applying sound deadening material superficially.
